As the Time War raged on, and the Time Lords feared the worst, they were unexpectedly enlisted by Time herself to save her from certain destruction. She relocated them from Gallifrey to an inter-dimensional realm called the Axis, which serves as a hub for damaged timelines that repeat on "loops", over and over again, until someone is able to enter these timelines and set things to rights, which will heal Time and save all of existence from certain doom. The Time Lords won't be able to do it alone, so they will be recruiting various incarnations of the Doctor and his friends to help. Conversely, there are those that would attempt to cause further damage to Time, and they must be stopped!
